2009 GOLD MEDAL TOURNAMENT RULES
- General. This tournament is strictly invitational. It is controlled and conducted by a Tournament Committee appointed and approved by the Juneau Lions Club Board of Directors. Invitations are based on spectator appeal as well as team record. As a Juneau Lions Club sponsored event, all teams and players are to conform to the best tenets of sportsmanship and to the intent as well as the letter of these rules. Teams and/or players which do not, in the opinion of the Juneau Lions Club, conduct themselves in a positive sportsmanlike manner and/or act otherwise so as to circumvent the spirit of the rules, may not be invited to participate in future Juneau Lions Club Gold Medal Tournaments.
National High School Federation Basketball rules will be used with the following exceptions and clarifications:
- Two – 20 minute halves, with 4 minute overtime periods.
- No shot clock.
- Five-second counts in the frontcourt for held-ball or closely guarded players.
- Players on the lane-lines may enter the lane on the release by the free throw shooter.
- Free throws will be shot starting on the seventh foul. Two free throws will be shot starting on the tenth foul.
- Technical fouls: play will resume from the point of interruption after two free throws are shot.
- Players or coaches who receive two technical fouls in a game will be ineligible to participate in their next game.
- Offensive fouls are considered team control fouls with no free throws being shot. The ball is awarded to the team that was fouled at the spot closest to the foul.
- Time-outs: 3 – 60 second and 2 – 30 second per game. Overtime: 1 additional 60 second timeout, plus unused timeouts from regular game.
- A time-out may not be called when an airborne player is in possession of the ball.
- Mercy rule will be used when a team has a 40-point lead at any time in the game. The game clock will be stopped only for time-outs, even if the margin goes below 40-points.
- Invitations and Official Rosters. The Manager/Official Representative of each team, immediately following the team’s acceptance of an invitation to participate in the Gold Medal Basketball Tournament, shall provide the Juneau Lions Club Tournament Committee an initial roster with a minimum of eight (8) and not more than fifteen (15) players, one team manager and one coach. There will also be a $100.00 entry fee that must be sent with the initial roster by January 20, 2009. This fee is non-refundable with the exception of the selected ‘Alternate’ Team. Final tournament team rosters must be received by the Juneau Lions Club by February 20th. These rosters will not exceed twelve (12) player names of individuals that were on the original roster. All players listed on the roster shall have indicated their willingness for their names to be included on the team’s roster. Each initial roster will be sent by the Tournament Committee to every other invited team Official Representative in the same bracket. If a Manager/Official Representative believes a listed player for another team in the same bracket does not meet or comply with the applicable eligibility rules, they must send notice to the Tournament Committee. Reminder – the final roster must have not less than eight (8) names and not more than twelve (12) names.
Notes: (1) Players cannot be listed on more than one team roster.
(2) No player is allowed to play for more than one team throughout the tournament.
(3) No pick-ups or additions to the rosters will be allowed unless an emergency situation causing cancellation is brought to the attention of the Tournament Committee and then concurrence for added new players must be received from ALL other Division/Bracket team Managers/Official Team Representatives.
- Uniforms. Players shall wear matching basketball uniforms with jerseys that are numbered with the same number on the front and back. Teams are asked to bring uniforms with two colors to avoid duplication. Home teams will have their choice of colors if there is duplication.
- “B” Bracket Player Eligibility.
- All Players except for Juneau/Ketchikan/Sitka shall meet residency requirements for their community Team. To be eligible, a player must meet one of the following:
- Be a resident of the community for a minimum of 90 consecutive days prior to Day 1 of the Tournament. “Resident” means actually living in the community; or
- Be a prior resident of the community but not presently residing in the community and meet all of the following requirements.
- played in at least one Gold Medal Basketball Tournament on a team from that community,
- have not played in any previous Gold Medal Basketball Tournaments on a team from another community,
- have not been absent from three (3) consecutive Gold Medal Basketball Tournaments. A player who has missed three consecutive Gold Medal Basketball Tournaments loses the privilege to return to the prior community unless the absence was for military service or enrolled in a college outside of Alaska.
- Juneau/Ketchikan/Sitka Team’s if selected for this bracket. Players shall meet the following residency and special eligibility requirements:
- Be a resident of the respective community – Juneau, Ketchikan, or Sitka for at least 90 consecutive days prior to Day 1 of the Gold Medal Basketball Tournament.
- Be a graduate of a Southeast Alaska high school or attended their last years of school in Southeast Alaska.
- Be on a team’s roster and played for that team during the entire second half of the basketball season and played for that team in a least four (4) sanctioned community parks and recreation type league games, not including playoff games.
- Any changes in the Community Parks and Recreation community league roster can only be approved by the Tournament Committee upon receiving a written request by the Manager/Official Team Representative.
- “C” and Masters Bracket Player Eligibility. Players in the “C” Bracket shall be thirty-two (32) years of age or older on Day 1 of the tournament and players in the “Masters” Bracket shall be Forty-two (42) years of age or older on Day 1 of the tournament. All players shall meet residency requirements for their community team.
- To be eligible, a player must meet one of the following:
- Be a resident of the community for a minimum of 90 consecutive days prior to Day 1 of the Tournament. “Resident” means actually living in the community.
- Be a prior resident of the community but not presently residing in the community and meet all of the following requirements.
- played in at least one Gold Medal Basketball Tournament on a team from that community,
- have not played in any subsequent Gold Medal Basketball Tournaments on a team from another community.
- Juneau/Ketchikan/Sitka Team’s if selected for this bracket. Players shall meet the following residency and special eligibility requirements:
- Be a resident of the respective community – Juneau, Ketchikan, or Sitka for at least 90 consecutive days prior to Day 1 of the Gold Medal Basketball Tournament.

- Official Record. The official score book shall be the official record of the tournament. Each team is entitled to have a representative seated with the scorekeeper when their team is playing.
- Double Elimination Tournament. The tournament is double elimination, allowing two losses before elimination except for the championship game that ends the play in each bracket. Positions in each bracket will be drawn by lot. No changes will be made except when caused by failure of a team to arrive due to circumstances beyond their control. Any changes will be at the discretion of the Tournament Committee. The drawings for each bracket of play will be done in public.
- Travel Reimbursements. Based on tournament income and expenses, the Tournament Committee will determine the amount of funds, if any, which can be distributed to the teams from outside of Juneau. The intent of this distribution, when it is possible, is to assist in defraying travel and per diem expenses of those teams.
- Protests General. All protests shall be made by the Manager/Coach or team official who is designated in writing to the Juneau Lions Club. If a game or action by an official during a game is protested by a team, that written protest must be submitted to the scorekeeper before the team leaves the floor. Only rule interpretations are subject to protest. Judgment calls by the officials are not subject to protests. Protests of player eligibility shall be done before the tournament begins. Teams invited to the tournament, bracket assignments, and games scheduled are not subject to protests.
- Juneau Lions Club Liability. The Juneau Lions Club assumes no responsibility for loss-of-personal or team equipment. Blanket insurance coverage is limited liability. Medical expenses incurred during the tournament are the responsibility of a player’s personal medical coverage.
